After the case of Johnson v Texas closed, In June or July of 1989 President Bush announced his support for a Constitutional ammendment to forbid flag desecration. The Democrats propose legislation to try to prohibit flag burning without amending the constitution. Then in September or October of 1989 the "Flag Protection Act of 1989" is passed by both houses of Congress. On October 28th 1989 "The Flag Protection Act" went into effect. On the same day at the stroke of midnight, five hundred people in Seattle break the law. Groups of people destroyed every flag that was in sight. Then later in December of 1989 through January of 1990 William Kunstler and David Cole file motions to dismiss the flag desecration charges in Seattle and Washington DC. The Justice department decided that the Flag Protection Act was unconstinutional because of the Texas v Johnson but the Supreme Court says that they should reverse itself.
